Assuming that everyone did their jobs correctly, what were the point(s) at which MIT staff could have known or SHOULD HAVE KNOWN that Swartz would be faced with federal charges with penalties of decades in jail? Who had the option to stop this?

Assuming that everyone did their jobs correctly, what were the point(s) at which MIT staff could have known or SHOULD HAVE KNOWN that Swartz would be faced with federal charges with penalties of decades in jail? Who had the option to stop this?

Comments about your question:

For instance, once the MIT Police were involved, were they forced to go to the Cambridge Police, the FBI, the Secret Service, etc.?
Based on policy? On procedures? On law?
Once IS&T was involved, were they required to go to the MIT Police?
